This sixth slice of #241 coordinates Jev analysis for an eligible saved message: bounded quote extraction, message triage, parallel targeting for each exact excerpt, and deterministic event policy. Replies stay associated with their source candidates even when they finish out of order. Failed targeting or inconsistent model versions produce no conversation events.
A separate, bounded research judgment may propose an offer; it cannot replace the source evidence required for planning events. Persistence, document mutation, and publication remain later layers.
Review scope: 37 files; 348 source lines and 3,455 test/helper lines, above the policy layer.
Validation: 86 focused tests pass (374 assertions), plus full workspace/E2E types, formatting, and repository checks. Controlled replies test orchestration and failure handling; these tests do not establish live model quality.
