What does this PR do?
Adds a direct CBWeb internal-marketplace release job. It publishes the exact web VSIX produced by the shared release workflow, avoiding a separate rebuild or version drift.

Functionality Before
The shared release workflow could publish to CBWeb through an implementation owned outside this repository. This repository did not own a concrete CBWeb publish job that consumes its release artifact.
Functionality After
The release workflow downloads the shared release artifacts, requires exactly one
lana-web-*.vsix, and posts it to the configured CBWeb internal-marketplace endpoint for live releases. Dry runs only report the artifact that would be published. The policy guard enforces this contract and rejects a future CBWeb-specific rebuild.Validation:
