Use enum value for function location

Passing an enum to an fstring literally uses the full enum name. You need to pass the value.

Thanks for spotting this! We are migrating region references across the repository from us-central1 to us-east4 in #1327 and including the .value fix there, so we are closing this PR as obsolete.
