Xen on Graviton4 metal takes ownership of the PCI 8250/16550 UART that
EC2 provides, but still exposes it to dom0. The dom0 kernel then tries
to probe the device and panics.

Until we have a proper fix in place on the Xen side, change the driver
for this UART to be built as a module, which gives us a way to remove
it when we install Edera under Xen on aarch64.

The driver is still needed for Edera on KVM, so we cannot disable it
entirely.

This check did not finish, so it has nothing to say about the diff. The run log has the reason.
