Draft scope
This is the shared base for the .NET 11 RC 2 release notes. It contains the index, shipped-change manifest, scored feature candidates, exact build metadata, and shared maintained-sample configuration. Component notes and their corresponding validation fixtures are separate draft PRs targeting this branch; component owners review and merge their PRs into this base.
Component entries in the base README are deliberately unlinked until their owner PRs add the matching Markdown file and that entry's relative link. Each component PR changes only its own index entry; the base README grows navigable as owners merge.
The manifest compares
v11.0.0-rc.1.26425.128with VMR290612e85619452b73fc8e313e8d5517fedf8f85, the commit reported by SDK11.0.100-rc.2.26475.137. It excludes 357 invalid imported Roslyn-history PR links and one source-build-assets change that landed after the exact SDK build. The release date remains blank until officially published. The milestone landing page and root release indexes are produced by separate release automation, not this draft.The three unmerged skill PRs (#10525, #10596, #10599) were used locally to generate this work but are not included in the diff. The RC 1 to RC 2 public API diff was generated and reviewed locally; it is not part of this base PR.
Pending before publication
CKV2_GHA_1finding in.github/workflows/copilot-setup-steps.ymlplus an older JSON parsing error. Scans scoped to all new RC 2 notes and samples pass. These unrelated baseline findings have not been changed here.Keep this PR as a draft until the component owners merge their matching drafts and the release identity is final.
