Adds DevTools Hub, a free static suite of 9 everyday developer utilities (JSON formatter, JWT decoder, Base64, Unix timestamp, UUID, hashes, regex tester, URL parser, text diff) that run 100% client-side — no signup, no backend, no tracking. Fits alongside the existing Digital Toolpad entry in this section.
