Adds a shared human and agent setup contract for declared environment variables. The TUI watches the configured env file, exposes provider URL open and copy controls, masks secrets, and advances when an agent writes a value. Agents get redacted setup status and semantic setup set commands. Environment writes are locked and mode 0600, secret choices fail config validation, and the Devme skill plus ADRs document the handoff gate.\n\nAlso stabilizes Task guardian startup under loaded macOS runners after reproducing the existing timing flake.\n\nVerified with the full workspace suite, clippy with warnings denied, semantic CLI tests, repeated guardian tests, and the tmux setup wizard smoke test.
