Adds one entry to
healthcare-data.md, in the same shape as the California Assisted Living Waiver entry above it: a public, key-free JSON dataset with a short description of what it holds.Québec's health ministry publishes stretcher occupancy for the province's 120 emergency departments, but overwrites the file at every extraction, so no history is available from the official source. This archive keeps the hourly readings.
