feat(v0.7.70): inherit revision citations, locate references, and translate incrementally

Summary

• Revisions keep validated citations when a fragment omits references; explicit references are re-confirmed against the task's authorized sources. Only candidate or approved citations are trusted.
• Revision tasks project an edits.yaml skeleton with existing fragment IDs; a complete draft written earlier is still submitted as a whole article.
• Plan amendments resolve after article paths to the current task and reject replaced or excluded tasks; drafts migrate when the editing base is unchanged; cited, already-authorized sources join the revised task; a missing stage is rejected with an example.
• Citations may be located by Markdown heading or exact quote; the CLI resolves them to line ranges (stored locators are unchanged) and returns resolved_references.
• translate prepare is incremental: per-part diffs, drafts that keep unchanged translations, a submission file, explicit source_digest reconciliation for stale edited drafts, and *.unrecorded.md for drafts without a generation record. text/txt/plaintext code blocks may be translated.
• Multilingual sites keep the reader's language for in-page and cross-page anchors, including repeated clicks and back/forward.
• Version 0.7.70 across the workspace and the workflow Provider.
