feat(binary): publish unstable versions as GitHub prereleases - #2566
binary-builder creates the release of a prerelease version as a GitHub prerelease: a semver version with a prerelease tag (eg. 27.0.0-alpha.0.0.0, 4.0.0-rc-7), otherwise what the configured versioning calls unstable
semver versions don't ask the versioning, so non-LTS node majors stay normal releases
updateRelease also fixes the flag of existing releases
a prerelease is never made the latest release, make_latest stays on the latest stable version
only node-prebuild sets forceUnstable today and has no prerelease builds, so no existing release changes
Releases are now marked as prereleases when their version indicates they are not stable. Valid SemVer versions are considered prereleases when they include a prerelease tag; other version formats are classified according to their configured versioning rules.
Stable releases are correctly identified as the latest release when appropriate, while older stable releases are not marked as latest. Prereleases are never marked as the latest release.
Release details are updated when the prerelease status changes, even if the release name and description remain the same.

Walkthrough
Release creation and updates now classify versions and set GitHub’s prerelease and make_latest fields. Release updates also compare prerelease status when deciding whether to skip an update. Tests cover stable and prerelease versions for Node, Maven, and SemVer.

Summary
Version classification src/utils/github.ts
New helpers classify prereleases and determine make_latest based on prerelease status and the latest stable version.
Release creation and updates src/utils/github.ts, test/utils/github.spec.ts
Release creation and updates set prerelease and make_latest. Updates skip only when the name, body, and prerelease status match. Tests cover stable and prerelease versions.
Release prerelease and latest flags can be wrong when a binary's configured versioning disagrees with semver rules, and an existing release that becomes the latest stable may not be updated. The affected binaries are limited today, since only node-prebuild uses forceUnstable. Fix the classification and the update guard before merging.

Explanation
The changed files are src/utils/github.ts and test/utils/github.spec.ts. Both files relate to issue #2564. The src/utils/github.ts changes add isPrerelease, getMakeLatest, and the prerelease field in createRelease and updateRelease. These changes implement the prerelease and make_latest requirements. The updateRelease change applies the same values to existing releases. The PR objectives and the PR description state this extension. The 'Release up to date' log line and the skip check that compares prerelease status are part of this update path. The new test file covers isPrerelease only and does not add unrelated behavior. No unrelated files are changed in the whole-PR diff from the merge base.

Explanation
Issue #2564 requires releases of unstable versions, as determined by the configured versioning, to set prerelease: true. It also requires make_latest to stay on the latest stable release, and forceUnstable to keep deciding which versions are built. At head, getMakeLatest returns 'false' for any prerelease and returns 'true' only for latestStable === version, which meets the make_latest requirement. createRelease and updateRelease both send prerelease from isPrerelease, and updateRelease now corrects the flag on existing releases. The build selection by forceUnstable is unchanged. The gap is in isPrerelease in src/utils/github.ts. When semver.valid(version) is true, the function returns only semver.prerelease(version) !== null and never calls the configured versioning. The PR description states this intent: 'semver versions don't ask the versioning, so non-LTS node majors stay normal releases'. Therefore, with versioning 'node', a version such as 25.2.1 is classified unstable by the versioning but is created as a normal release. The new test in test/utils/github.spec.ts asserts this behavior (node, 25.2.1, false). The issue text and the PR objectives both state that the configured versioning decides. The current PR description does not change the issue requirement. The reviewed code therefore does not meet the requirement for valid SemVer versions. The added tests cover the deviation rather than the requirement. No tests were added for the make_latest or updateRelease paths.
Resolution
Make isPrerelease apply the configured versioning to every version, including valid SemVer versions. For example, return semver.prerelease(version) !== null || !getVersioning(cfg.versioning).isStable(version). Update the node case in test/utils/github.spec.ts so that 25.2.1 expects true when the node versioning reports it unstable. Add tests for the make_latest values in getMakeLatest and for the updateRelease prerelease correction. If the SemVer bypass is intended, first change issue #2564 to state that exception. Then the issue and the code agree, and this assessment can be repeated.
Full details: Docstring Coverage
Explanation
Docstring coverage is 50.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 4 functions across 2 files.
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

Reconcile make_latest for the latest stable release.
The command calls updateRelease for each entry in builds.versions, including existing releases. It does not process only newly created versions. When an existing stable release becomes latestStable, the current guard can skip it because the guard does not compare make_latest. The release can therefore retain its previous 'false' value.

This fixes the line-189 path when the version is in builds.versions. getBuildList can exclude latestStable after filtering, so this change alone does not guarantee that every configured latest stable release is processed.

Review comment at @src/utils/github.ts at line 189:
Update the release processing flow around the guard comparing `rel.name`,
`body`, and `prerelease` so an existing release configured as `latestStable` is
still reconciled when its `make_latest` value is stale. Ensure `latestStable`
reaches `updateRelease` even when `getBuildList` filters it out, and preserve
the existing skip behavior for unchanged releases that do not require
reconciliation.

The semver.valid branch returns before the configured versioning is checked. Two results follow:
Maven versioning treats 1.0.0-final as stable, but semver.prerelease('1.0.0-final') returns ['final']. The release is therefore marked as a prerelease. If this version is the latest stable release, getMakeLatest then returns 'false', and the release can never become the latest release.
Node versioning can treat non-LTS majors such as 25.2.1 as unstable. The branch still publishes 25.2.1 as a full release when forceUnstable is set. The test at test/utils/github.spec.ts asserts this non-prerelease result.
Remove the semver short-circuit so the configured versioning decides for every version:
Update the docstring, which currently says semver versions skip the versioning. Remove the semver import only if no other code in the file uses it.

Review comment at @src/utils/github.ts around lines 65 - 66:
Update isPrerelease to rely on getVersioning(cfg.versioning).isStable(version)
for every version, removing the semver short-circuit so configured versioning
determines the result. Revise the function’s docstring to describe this
behavior, and remove the semver import only if it is unused elsewhere in the
file.
