Keep the Babel packages on a compatible major

@babel/preset-env 8.0.5 declares a peer dependency on @babel/core ^8.0.0, but this project still installs core 7.29.7 (along with the 7.x CLI and React preset). As a result, npm ci reports an unresolved peer override and every npm run build:* invocation loads the v8 preset through Babel 7, which fails the preset's core-version assertion. Keep preset-env on v7 or upgrade the complete Babel toolchain together.

Keep Babel compatible with the documented Node versions

For developers following docs/README-DEVELOPMENT.md, which still supports Node.js 16 or higher, this upgrade makes the documented build environment unsupported: the locked Babel 8 CLI and core packages require Node ^22.18.0 || >=24.11.0. Consequently, common Node 16 and 20 environments—and Node 22 releases before 22.18—cannot reliably install and run npm run build; either retain Babel 7 or update and enforce the project's Node prerequisite.
