PR 8 of 13 for clerk migrate (plan: slice-prs.md on #479). Stacked on #525: review that first, then this one, which shows only its own diff. It adds Auth0 export and import. Still behind CLERK_EXPERIMENTAL=migrate.

Try it

CLERK_EXPERIMENTAL=migrate clerk migrate export auth0 --domain <tenant>.auth0.com --client-id <id> --client-secret <secret>
CLERK_EXPERIMENTAL=migrate clerk migrate import users.ndjson --source auth0 --dry-run

What it does

  • export auth0 reads users through the Management API (POST /oauth/token, then GET /api/v2/users).
  • Import reads Auth0 exports, including the NDJSON file from Auth0's bulk export job.
  • user_metadata goes to unsafe metadata and app_metadata to private. Auth0 exports no password hashes.

Reviewing

Ported from #479 at 7a820406. sources/auth0.ts, export/auth0.ts and its test match #479. The rest adds Auth0 to the registries, tests and README.

Tests

  • bun run test covers the unit and integration tests.
  • The live slice suite runs outside this repo, in royanger/clerk-migrate-e2e-tests: pnpm test:migrate:slice4b exports from and imports into the real Auth0 test tenant.

📝 Walkthrough

The migration CLI adds Auth0 user export through the Management API and registers Auth0 as an import source. The exporter resolves tenant credentials, retrieves users in pages of 100, maps user fields, and reports truncation at the 1,000-user ceiling. Truncated exports write their output and set the process exit code to 1. The import mapping handles Auth0 identity, verification, name, metadata, and blocked fields. CLI registration, documentation, tests, and a changeset are updated.

The Auth0 README may lead migration users to expect a password-coverage row that the export does not provide. Its separate warning and explanation limit the confusion; the change is mergeable with a documentation follow-up.

fetchAuth0Page turns any non-ok response into a thrown error, so a 429 partway through paging throws away every page already fetched and exits 1. Auth0's Free tier limits the Management API to a burst of 2 and 2 requests per second sustained. Ten sequential page requests at normal latency can easily exceed that, so a free tenant with a few hundred users can fail the export every time. Auth0 also documents that heavy queries on this endpoint can return a transient 503. export clerk already backs off with retryOn429 for this reason, but that helper only catches ApiError, so it does not cover this path.

Recommended fix

Retry the page request on 429 (and optionally 503), waiting for Retry-After / x-ratelimit-reset with a bounded attempt count, before handing the failure to throwApiFailure. Add a test that returns one 429 and then succeeds.

Covered by 3117b16, from the newer thread on this file: a 429 now backs off through retryOn429, honouring Retry-After, and only retries that run out end the export. A transient 503 is still reported as an outage (exit 1). Retrying it would need its own backoff rule, which I've left out of this round.

Pages are requested with no sort parameter, and results are concatenated with no dedup by user_id. Auth0 does not document a stable default order for this endpoint and describes it as eventually consistent. A sign-up or deletion during the export can therefore shift a page, which repeats one user and skips another. fetchAllClerkUsers handles the same issue by sorting by +created_at and collecting into a Map by id. A repeated user_id here would reach import as a duplicate external_id.

Recommended fix

Request a stable order and dedupe by user_id, mirroring the Clerk exporter.

Fixed in 3117b16. Pages are requested with sort=created_at:1, and the results are de-duplicated by user_id, so a shifted page can't send the same user to the import twice. Test: "asks for a stable order, and exports a repeated user once".

The audience is built from --domain, and the domain validation (and its test) explicitly accepts a custom domain such as login.example.com. Auth0 requires the Management API audience to be the canonical tenant domain (https://<tenant>.auth0.com/api/v2/) even when the request goes to a custom domain. As a result, a custom domain gets a "Service not found" rejection. That message reads as bad credentials and prompts again for all three values, and re-entering the same domain fails the same way.

Recommended fix

Either tell the operator to pass the tenant's *.auth0.com domain rather than a custom domain (in DOMAIN_HINT and the rejection message), or accept a separate audience/tenant domain.

This one is still open. With a custom domain like login.example.com, the audience at line 192 becomes https://login.example.com/api/v2/. Auth0 rejects that, and the rejection looks like bad credentials, so the user is re-prompted forever. The smallest fix is to say "the tenant's *.auth0.com domain, not a custom domain" in DOMAIN_HINT and in the rejection message.

Done in acb684f, as you suggested. DOMAIN_HINT, the rejection message, --domain's help and the README flag row now name "the tenant's *.auth0.com domain, not a custom domain". Non-auth0.com hosts are still accepted, because private-cloud tenants use other domains. Test: "names the tenant's own domain when the credentials are rejected".

The comment says a set without the read:users scope "is asked for again here", and the README ("A credential the platform rejects (400, 401 or 403) is asked for again") says the same. Only fetchAuth0Token runs inside withInputRetry, though. When the app is authorized for the Management API but lacks read:users, Auth0 still issues a token, and the 403 "Insufficient scope" comes from GET /api/v2/users in fetchAllAuth0Users, outside the retry, so the command just exits. Either the docs or the behavior should change.

Recommended fix

Narrow the comment and README to the token exchange. Alternatively, fetch the first page inside work so a scope rejection also gets a fresh prompt.

Still open. An app authorized for the Management API but missing read:users still gets a token. The 403 then comes from GET /api/v2/users at line 437, outside withInputRetry, so it exits 2 instead of prompting again. Either narrow this comment and README:484 to the token exchange, or fetch the first page inside work.

Fixed in acb684f a third way, with no extra request. Auth0's client-credentials response lists the scopes it granted, so fetchAuth0Token now refuses a token whose scope lacks read:users as a usage error, inside withInputRetry, and a human is asked again. A response without scope falls through to the listing as before. The README's retry paragraph says this too. Tests: "refuses a token granted without read:users…" and "takes a token whose scope includes read:users".

"Both say so on every run. The coverage row counts users who have a password" is only true for Clerk. buildAuth0Export has no password row. The Auth0 warning is skipped when nothing was exported, and Auth0 gives no way to count password users anyway. The header comment in export/auth0.ts ("The coverage report says so") has the same problem, since the notice is a log.warn, not a coverage row.

Recommended fix

Limit the coverage-row sentence to Clerk, and say that Auth0 prints a warning instead.

Fixed in two steps, and I missed replying to the first. f3e0ec2 limited the coverage-row sentence to clerk, as you recommended. 69f2016 fixes the rest: the header comment in export/auth0.ts now says the notice is a warning after the export, since Auth0 gives no way to count password users. The README now says the exports warn whenever they export anyone, not on every run, because a run that exports nobody prints no warning.

Unwrap Clerk envelopes independently of the output extension.

The Auth0 command accepts --output users.ndjson, but finishExport always writes a Clerk envelope. The importer only unwraps envelopes for .json files. For .ndjson, it reads the envelope as one user row. That row has no user_id, so Auth0 validation rejects it and imports none of the exported users.

Update the shared reader in both source detection and user loading. Keep line-based parsing for genuine Auth0 NDJSON files.

should-fix: An incomplete export can come back as complete. 6ac850c keeps paging after a short page, but page is an offset of page * PAGE_SIZE. If page 1 returns 50 of 100, page 2 starts at offset 200, so records 150–199 are never requested. When the next page comes back empty, line 273 breaks and we land here with truncated: false, even though all.length < total.

A check after the loop covers every way of getting here short:

Suggested change
return { users: all, truncated: false };
// An empty page before `total` means some users were never returned.
if (all.length < total) {
log.warn(
`Auth0 reported ${total} users but returned ${all.length}. Exported what was returned; use Auth0's bulk user export job for the rest.`,
);
return { users: all, truncated: true };
}
return { users: all, truncated: false };

Have you actually seen Auth0 send a short page before the last one? If not, I'd also drop the "page past a short page" premise at 288-290, or ask Auth0 for a stable sort.

No, I haven't seen Auth0 send a short page before the last one. That premise came from a review suggestion, and you're right that with offset pages it skips records. Fixed in 3117b16:

  • A short page ends the paging again.
  • Your check after the loop is in: fewer users than Auth0 counted warns "Auth0 reported N users but returned M" and comes back truncated: true.
  • Pages are now requested with sort=created_at:1, as you suggested.

Test: "a short page before the total ends it, and says the export is short".

// cannot page forever.

should-fix: The ceiling check counts users, not offsets. If any page was short, all.length is still under 1000 after page 9, so the loop asks for page=10&per_page=100 (offset 1000), which the README says this endpoint won't serve. If Auth0 answers that with a 400, throwApiFailure raises a usage error (exit 2), and everything fetched so far is thrown away: startExportRun and the file write only happen after fetchAllAuth0Users returns (auth0.ts:398-405).

Suggested fix: also stop (with truncated: true) when (page + 1) * PAGE_SIZE >= AUTH0_PAGINATION_CEILING, placed after the total break at line 290 so a tenant that is genuinely complete under 1000 doesn't get the warning.

Fixed in 3117b16. The ceiling is now checked by offset, (page + 1) * PAGE_SIZE >= 1000, and it sits after the "complete under the ceiling" break (total < 1000 && all.length >= total). So no page past offset 900 is ever requested, and a tenant that's complete under 1000 gets no warning. A tenant of exactly 1000 still gets it, since Auth0 counts a larger tenant as 1000 too. Test: "never asks for a page past offset 1000".

should-fix: There's no 429 handling on the Auth0 calls. The exporter makes up to 11 back-to-back Management API requests with no pacing. Free and dev tenants have low Management API limits, and a single 429 ends the export with exit 1 and no file, losing everything fetched. export clerk wraps its paging in retryOn429 (export/clerk.ts:194). Please honour Retry-After and back off here too. retryOn429 expects an ApiError, so it needs a small adapter or a local loop. The README's "a 429 … exits 1" can then describe what happens after the retries run out.

Fixed in 3117b16. fetchAuth0Page throws an ApiError(429, body, headers) on a 429, so retryOn429 backs off honouring Retry-After, as export clerk does. Retries that run out end in a CliError that says Auth0 kept rate-limiting, exit 1. The README now describes that case instead of a bare 429. Test: "backs off on a 429, honouring Retry-After, and carries on".

The unit tests here (auth0.test.ts) stub Auth0. The live run lives outside this repo, in royanger/clerk-migrate-e2e-tests: pnpm test:migrate:slice4b runs scripts/test-slice.ts 4b (Auth0 export and import) against the real Auth0 test tenant, which is why it says pnpm. I've updated the description to link it. I'll also open a Slack thread to talk through the live test suite: where it should live, and how it fits with this repo's tests.

question: When truncated comes back true here, the export still exits 0. Should a truncated export exit non-zero, or carry a distinct code, in agent mode? truncated: true alone is easy for an agent to miss.

It now exits 1 (in 3117b16, in finishExport), the same as an import with failures. The file is still written, and --json still carries truncated: true, but an agent can't miss a non-zero exit. The README's Auth0 section says so. Test: "a truncated export exits 1, with its file still written".

@coderabbitai Re the outside-diff comment on export/index.ts:115-137 (read export files whatever their extension): same point as on #524, where it was fixed the other way round. The export group's preAction hook requires --output to end in .json, so every export can be read back by clerk migrate import. No change here.

@royanger Thanks for clarifying. I confirmed that the export group’s preAction hook rejects --output paths that do not end in .json, case-insensitively. This prevents the extension mismatch I flagged.

My finding does not apply. I withdraw it. No change is needed here.

Learning: In clerk/cli, packages/cli-core/src/commands/migrate/export/index.ts registers an export-group preAction hook in registerMigrateExport that rejects explicit --output paths unless they end in .json, case-insensitively. Exports contain one JSON document, and clerk migrate import selects the file format by extension. This guard prevents an export/import extension mismatch; do not request extension-independent import parsing to address that mismatch.

`clerk migrate export auth0` reads a tenant's users through the Management
API with a machine-to-machine application's credentials, taken from flags,
AUTH0_* environment variables, or a prompt. It stops at Auth0's 1000-user
paging limit and points at the bulk export job, whose NDJSON file imports
as it is. `clerk migrate import` reads Auth0 exports, routing unverified
identifiers away from the primary fields and user_metadata to unsafe
metadata.

A domain like `tenant.auth0.com@attacker.example` made URL parsing send
the client secret to attacker.example. --domain, AUTH0_DOMAIN and the
prompt now refuse userinfo, ports, paths and queries.

A followed 307/308 resends the POST body, client secret included, to the
redirect target. Both Auth0 requests now fail on a 3xx instead.

Auth0 reports a larger tenant's total as 1000, so a total of 1000 never
proved the export was complete, and a tenant of any size past it was
exported without the warning.

-y reads "Do not prompt", but missing Auth0 credentials were still asked
for at a terminal. Under -y they are the usage error naming each flag,
as for the other exports.

…rt page

Auth0 can send a short page before the last one. The export stopped at
the first short page, so it could leave users out and still report the
export as complete. It now pages until it has `total` users, keeping
the 1000-user ceiling check first; a short page ends it only when Auth0
sent no total, and an empty page always does.

…ete, and back off on a 429

- A 429 now backs off through retryOn429, honouring Retry-After. One used to
  end the export with nothing written.
- A short page ends the paging again: `page` is an offset, so paging past
  one skipped the records after it. Fewer users than Auth0 counted is now a
  truncated export, with a warning, rather than a complete one.
- The 1000 ceiling is checked by offset, so no page past what the endpoint
  serves is ever asked for.
- Pages come in created_at order, and a repeated user_id is exported once.
- A truncated export exits 1, with its file still written, so an agent
  cannot miss it.

…users, and name the tenant domain

Auth0 issues a token to an application without read:users, and only the
user listing refused it, outside the credential retry, so it exited 2
instead of asking again. The token lists the scopes it was granted, so one
without read:users is now refused at the exchange. A response without a
scope is left to the listing as before.

A custom domain gets an audience Auth0 rejects, which reads as bad
credentials. The domain hint, the rejection, --domain's help and the README
now name the tenant's *.auth0.com domain, not a custom one.

…hen they export anyone

The Auth0 header comment said the coverage report flags the missing
passwords, but Auth0's coverage has no password row: it is a warning after
the export, and the API gives no way to count who has a password. The README
said both warn on every run, but neither warns when it exports nobody.
