Summary

• prepare ArchCode v0.0.11 across the root package, all five workspaces, and the Bun lockfile
• archive all changes since v0.0.10 into the dated release notes, including the workbench UI hard cut, runtime reliability fixes, and deferred Tool Search
• update release fixtures so the expected archives and installer use v0.0.11

Why

v0.0.10 is the latest published release, while main now contains three completed changesets. This PR creates the exact, reviewable release metadata needed before an annotated v0.0.11 tag can trigger the signed four-platform release workflow.
