Extensions: Add SITL Manager to Bazaar

SITL Manager is a BlueOS extension for SITL development. It puts vehicle setup, environment tuning, and spawn control in one sidebar app instead of spreading them across the Firmware page, Parameter Editor, and MAVProxy.

Features:

• Vehicle presets: one-click BlueBoat, BlueROV2, BlueROV2 Heavy, and generic rover/copter/plane setups (firmware install, frame, parameters)
• Vehicle & frame: pick vehicle type and SITL frame, with a Custom mode for ad-hoc combinations
• Ambient conditions: wind, waves, current, and simulation speed via SIM_* parameters, with presets (calm pool, light chop, open ocean, storm)
• Spawn location: set where SITL boots on a map (needs BlueOS 1.5.0-beta.39+)
• Preset library: save, import, export, and manage vehicle and location profiles
