Step 7 of the release checklist in RELEASING.md. This copies the v2026.10.7.3 upgrade note, its _meta.toml entry, the releases.toml line and the qualification record from lts/2026.10.7 to master. dist/RELEASE on master is unchanged.

The qualification record gains gate 7: a fresh clone of the published tag v2026.10.7.3 (25cb1a3a1) builds, db_version() prints libdb 2026.10.7.3 (November 4, 2026), and the region signature is 0x841f4ea8.
