docs: carry the v2026.10.7.2 release records forward to master - #262

RELEASING.md step 7. The LTS release changed dist/RELEASE only on lts/2026.10.7; master keeps its own version. Bring across what the docs site and the audit trail need: - docs_src/guides/upgrading/upgrade_2026_10_7_2.md and its _meta.toml entry; - the v2026.10.7.2 line in docs_src/_data/releases.toml; - test/audit/QUAL-2026.10.7.2.md and the three per-host summaries, with the QUALIFICATION-MATRIX.md pointer. Copied from tag v2026.10.7.2 unchanged.

releases.tomlline and the qualification record from tagv2026.10.7.2forward to master, so the docs site lists every release. No code changes;dist/RELEASEon master is untouched.
