Adds the tentative Denim specification for canonical 200ms blocks, covering BaseTime execution, deterministic timestamp derivation, and planned millisecond RPC fields. Clarifies that Denim replaces Flashblocks while preserving seconds-based Ethereum and EVM timestamp behavior.
