Summary
Dependency review reports dependency vulnerabilities and license advisories on eligible pull requests across target branches where the workflow exists without blocking merges.
Implementation / behavior
warn-only: trueandlicense-check: true.continue-on-error: true; explicitly emit a warning and job summary when the action outcome is failure, and refresh only the owned bot report after stable comment enumeration and repository/head/base checks. If its report is absent, vulnerability and license results are unknown.Validation

Exact-head live PR CI and refreshed ordinary/security reviews remain pending. A green advisory job does not prove clean results: inspect available reports, annotations, and logs. No advisory allowlist, version catalog, or separate human approval gate is added. Removing target filters does not backport the workflow to historical branches.
