The proposal is explicitly a Kaffeelisten-side discovery draft. ZAHLN API, regulatory, contractual, and responsibility inputs remain required before implementation can be estimated or approved. ZAHLN is not described as a Kaffeelisten partner, and no existing commercial or legal relationship is implied.
