Summary

spec-validate SOFT advisories drop from 135 to 78.

Type of change

  • Documentation (docs/, README.md, CONTRIBUTING.md)

Test plan

  • prek run --all-files --skip workspace-pytest passes, including lychee
  • spec-validate: no HARD violations
  • check-doc-sync passes
  • Changes outside Known gaps are only the sync edits above
  • About ten "closed" claims sampled against the code; that was a sample, not every bullet

RFC-AI-0004 compliance

No skill, tool or behaviour changes: specs and .last-sync only.

Linked issues

Follows #2001.

Notes for reviewers

🤖 Generated with Claude Code

Describe the ASF network scoping from apache#1978, including the claim it made
false that containers share the sandbox's host allow-list. Record the run
cost and pointer proof from apache#2000, the verify-rc pane from apache#2007, and the
nine-skill pr-management family.

Recheck every Known gaps bullet in eleven specs: delete those now closed,
rewrite the stale ones, and annotate the rest with gap-closes-when.
