Updates install examples to v0.4.0, clarifies that PyPI wheels are Linux-only, documents the Apple Silicon 0.4.0+metal install command, and installs a current patchelf for Ubuntu wheel repair. The v0.4.0 Metal wheel already built and passed the isolated install check in the dispatched publisher run.
