docs: fix project-status.md content (replaces placeholder) - #161

The initial commit at ad79534 landed with the placeholder text instead of the drafted content. This replaces it with the full snapshot: current state, 2026-11-02 session closures and filings, open items grouped by type, deferred items, verification notes.

This replaces the file with the drafted content: current state, 2026-11-02 session (9 closures, 4 new issues, 6 decision records, 1 live policy change), open items grouped by type, deferred-by-decision items, verification notes, reference links.
~90 lines of real content, matches what was reviewed in chat.
