Adds the DECISIONS record for D8 (main branch protection), decided and applied 2 November 2026.
Branch protection on main: all three Quality Gate checks required, strict up-to-date, enforce_admins true, no force-push, no deletion. PR required, 0 approvals for solo.
Closes #51. Formalises what the last 8 merges have already been doing. The two-month-red-integration precedent cited in #51 no longer applies: #45 (the root cause) was closed 7 days ago.
