What changes

• docs/VCRM.md:
  • adds BR-38: "The platform shall install and run without internet access on Windows, macOS and Linux hosts that have a container runtime (Docker or Podman) installed." The wording was approved by the product owner on 27 Oct 2026;
  • adds a status row: ❌ Not started, verified by the offline smoke test 7/7 on each OS (Offline container bundle for Windows, macOS and Linux (BR-38) #128);
  • updates the totals: not started goes from 4 to 5, and the new headline is 19 of 38 (50 %) verified. The 26 Oct headline is kept below it;
  • widens the section heading to "BR-23 to BR-38".
• docs/offline-install.md: the "Ubuntu 24.04 x86_64 only" known limit now points to Offline container bundle for Windows, macOS and Linux (BR-38) #128.
• README.md:
  • the vitest count goes from 102 to 139 (badge, tree, test section). I counted it by running vitest on main 4635328: 12 files, 139 passed;
  • three new Known Limitations:
    • a user shared between tenants can only be reset by an operator (Password change and admin reset for local accounts #117);
    • upload failure reasons are kept only in the uploading browser until M3 (ART M3: immutable source and append-only audit (BR-23, BR-24, BR-35) #107);
    • the offline install is Ubuntu-only, with the cross-platform bundle tracked as Offline container bundle for Windows, macOS and Linux (BR-38) #128.

Checks

• No code changed.
• main was merged into this branch first, so the README edits sit on top of today's merges.
• evals/gap_report.py lists only BR-01 to BR-22, so no eval reads the new VCRM rows.
