fix(telemetry): status after off says the clone never opted in #1035

Description

After aidd telemetry off, aidd telemetry status says the clone never opted in. The clone did run on; it later turned measurement off. The no-consent reason covers both "never ran on" and "ran off", and the display only knows the first.
