PLAT-1156: release Quire CLI with engine 0.50.2

Summary

• Release Quire CLI 0.36.2 with the already released Quire engine 0.50.2, so installed native CLIs receive PLAT-1156's retired log archetype handling.
• Update the native and npm version contracts and record the engine change.
• Remove an unused mut from an existing network audit fixture to keep the Clippy gate green.

Verification

• cargo test --workspace --locked --all-targets --all-features passed.
• cargo fmt --all -- --check and cargo clippy --workspace --locked --all-targets --all-features -- -D warnings passed.
• quire-dist verify-release --version 0.36.2 passed.
• Built CLI reports quire 0.36.2 (engine 0.50.2); quire schema log returns UnknownArchetype against released ISO 0.3.0 module, while quire schema index succeeds.
