dev migrated the Vivado invocations in project_gen.py from subprocess.run to launcher.run_tool; this branch added the shell build-ID environment to the same call sites. Resolved by keeping run_tool and passing the build-ID env through it, on both the service and compute paths. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
