Adding an issue template for web accessibility issues, as part of the work on creating manual testing guidance https://github.com/UniExeterRSE/ways-of-working/pull/40.
Once this PR is merged, any repo within the
UniExeterRSEorg will have the option to use this template when creating a new issue, rather than just blank issues.
