Bump wasmtime to 49.0.3 and rustls to 0.23.46 (RustSec advisories) - #339

The scheduled Audit on main fails on RUSTSEC-2026-0353 to -0364 (wasmtime 49.0.2) and RUSTSEC-2026-0346 to -0349 (rustls 0.23.45). tw-plugin pins Wasmtime exactly in both [dependencies] and [build-dependencies]: the sandbox is precompiled in build.rs and only loads in the same release, so both pins move to 49.0.3 together. Cranelift and the wasmtime-internal crates follow; wasmparser and wasm-encoder stay at 0.258.3. rustls moves with cargo update -p rustls. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
