LICENSE held only the 12-line Apache-2.0 boilerplate notice (copyright Igor Katson), so GitHub's licence detection reported NOASSERTION. LICENSE is now the full Apache License 2.0 text from apache.org, and the original notice moves unchanged to NOTICE, as Apache-2.0 section 4(d) expects.
