A system to ban certain users across all guilds that the bot is servicing.
Allows different people to report user; BotMods to validate the requests.
2 levels of VanAllen bans (2 different ActionType IDs for #83):

Highly offensive ones: If a user acts like an ad guy e.g. PM advertising other servers, Then they should be global-banned with level 1. All guilds that enables VanAllen will then ban the member.

Potentially ofeensive ones: If a user fast spam in multiple servers, they should be categoried as level 2. as these are kinda objective and we don't really know whether the user intentionally spams in whatever servers they've joined. Only guilds that enables VanAllen AND has optionally selected to ban VAlvl2 targets should ban this.
All VA-banned targets can appeal, probably in my server. BotMods also validate these requests.
