Move CODEOWNERS to .github and add full team

Moves CODEOWNERS out of .github/workflows/ (GitHub ignores it there) to .github/CODEOWNERS, and sets owners to the full Stirling team plus @ameehan0616-arch and @joseph-vc.

Note: @ameehan0616-arch and @joseph-vc have pending Write invites; they only count as owners once accepted.
