Implement operator narrative and SocioSphere dashboard contract

Goal

Implement the user-facing layer that turns canonical evidence into legible SourceOS operator cards.

Scope

• Define operator narrative template registry.
• Add privacy-tier-aware rendering rules.
• Define risk readout model.
• Define next-action recommendation model.
• Define SocioSphere dashboard card contract.
• Define forensic drill-down references.

Acceptance criteria

• A noisy shell launch renders as one concise narrative.
• Private paths are not required for default comprehension.
• Admin forensic view can reveal exact path/hash/provenance when authorized.
• Dashboard contract supports process, policy, trust, sync, repair, and coalesced telemetry cards.
• Raw logs remain evidence, not the primary product surface.

Status (2026-07-18): Operator narrative and SocioSphere dashboard contract not yet implemented. The control-plane schema spine (PR #42) and state integrity model (PR #49) provide the event foundation, but the narrative template registry, privacy-tier-aware rendering rules, risk readout model, next-action recommendation model, and SocioSphere dashboard card contract have not shipped. Keeping open as a future sprint item.

Implemented in src/sourceos_syncd/narrative.py (PR #51). OperatorCard and NarrativeSummary types map 8 event kinds to severity + action labels for the SocioSphere dashboard. card_from_event() converts State Integrity events; narrative_from_report() drives the full report → cards pipeline.
