- Bugfix: prevent shared Codex app-server shutdown during overlapping lease acquisition.
- Roll back lease counts when server readiness fails.
- Add regression coverage for concurrent lease waves and final-lease overlap.
- Roll back leases when server initialization fails - Add concurrency and repeated-acquisition regression tests
