Overview
Adds a new crc-assess-agricultural-climate-risk agent skill (plus OpenAI agents/openai.yaml) that guides bounded USDA CDL or global FTW field evidence screened against CRC flood/drought hazards, with explicit guardrails against yield, ownership, or combined farm-risk scores.

Introduces ai-playbooks/agricultural-climate-risk.md (source choice, hazard pairing, interpretation, reproducible artifacts) and wires the workflow into AGENTS.md, README.md (prompt tables, playbook routing, notebook/pipeline row for agricultural_climate_risk.ipynb / agricultural_climate_pipeline.py), and ai-playbooks/docs/capability-matrix.md (agricultural layers row).

Depends on crc-sdk#16 for the underlying pipeline/SDK surfaces the skill and playbook reference.
