Overview
Adds an AI-assisted climate-risk playbook layer on top of crc-docs: seven agent skills under .agents/skills (open CRC mortgage flood, insurance loss, portfolio risk; VELO property underwriting, insurability triage, company/index diligence; plus CRC–VELO comparison), each with workflows, guardrails, reference playbooks, and Python helpers wired to crc-sdk / optional velo-sdk.

Repo integration: README is reframed around copy-paste skill prompts, CDT Express MCP (.mcp.json, OAuth), paired open vs enterprise twins, and run-open-demo.sh. New pipelines materialize JRC EFAS/GloFAS (--dataset on jrc_flood_pipeline.py) and Overture Places candidates filtered to hazard coverage (overture_assets_pipeline.py). Supporting docs cover capability matrix, gap backlog, and dogfood verification; CI validates skills via validate-skills.yml and a symlink from .claude/skills.
