Stacks the PE-campaign delivery on the merged #57 implementation: main's code and test versions are authoritative (resolveCapabilities in search-policy, capability-integrity tests); the campaign's duplicate capabilities module and its test are removed; the version bump to 1.3.0 (package.json + lockfile) and the per-task audit docs are retained.
