Add 11 regression cases for the existing plugin contract boundaries: OFF isolation, configuration override rejection, catalog/artifact identity, tampering and missing inputs. No plugin implementation, dependency, runtime policy or enablement changes.
Validation: 477 existing/new items passed in the initial offline run, and the three SDK-dependent items passed in a targeted repeat using the exact declared SDK commit; 117 subtests are recorded separately. Local sdist/wheel builds succeeded. This is not a single clean-environment 480-item CI run. Ruff 0.17.1 and actionlint passed; the exact CI Ruff 0.17.0 and Ubuntu/Python3.12 are left to repository CI. No model, broker or real-data calls.
