fix(console): option layer display and safe stop diagnostics

Changes

• Remove the duplicate pending option layer summary while retaining the editable selector and draft save/cancel behavior.
• Report stop failures using fixed stage/reason categories without exposing underlying GitHub errors, private targets, tokens or configuration.
• Keep identity checks, complete pagination, pre-write comparison, exact readback and no-retry behavior unchanged.

Validation

• Complete existing website Validate JavaScript suite and frontend build passed using Node 22.23.3.
• Runtime stop Python tests: 35 passed.
• Runtime console regression tests: 103 passed.
• Independent bounded static review passed.
• Production duplicate reproduced by changing and cancelling an unsaved option only.

Boundary

The earlier stop failure is not reported as a successful stop. No stop retry, trading activation or platform configuration write was used for diagnosis.
