The daily PAPER account capture could not reach the internal Cloud Run service from the hosted runner. Use the existing internal probe Scheduler once, then consume a fresh observation from the existing protected GCS prefix and send its original bytes to QRS. Validate the configured source, Scheduler identity, immutable object generation, time window, size and wait limits; do not retry an uncertain trigger or publish. Account capture failures remain visible without suppressing the existing heartbeat checks.
Admit only reviewed producer a2921d1 for PAPER image-only staging with no environment updates. Keep the strict serving configuration and strategy dependency checks; the earlier HTTP candidate exception does not apply to this producer.
Validation: 88 targeted pytest tests; 53 image-only shell cases; actionlint for both workflows; Ruff and diff checks. Independent Astra review passed. Synthetic producer-to-consumer contract check passed using the actual service URL structure. Deployment and real account-to-website results remain unverified.
