PAPER account-facts recovery needs the reviewed HTTP snapshot candidate while retaining the serving strategy dependencies. The existing staging entry rejects both that fixed source and the four history settings retained from an earlier no-traffic revision.
Admit only the reviewed PAPER HTTP snapshot commit. When the template differs from serving, require the exact previously staged revision, commit, image digest, Ready state, template identity and configuration; retain its four history values in the readback digest. All other configuration, strategy pin, target, ingress and traffic checks remain in place. Update workflow validation and archive selection consistently. No traffic or production settings are changed by this PR.
Validation: 41 admission tests; 46 offline workflow execution cases and two archive checks; actionlint and diff check passed. Independent Astra review passed. Read-only preflight against the current PAPER service passed, retaining all four history fields and the existing serving revision at 100%. Real staging and website data acceptance remain pending.
