The independent monthly-review monitor now detects missed, skipped, and stalled natural cycles, keeps manual probes from masking a missed schedule, and deduplicates one alert per outage. Repository identity comes from GITHUB_REPOSITORY; REVIEW_OWNER_LOGIN can configure the recipient.
Validation: 15 focused tests and 6 subtests pass with fake history and notification requests; final-head CI passed before merge. The change is limited to the monitor, synthetic tests, and documentation. It does not dispatch publication, model calls, orders, or deployment.
