Change
Adopt the merged isolated account-facts workflow with its pinned uv setup action in the production branch. Keep the fixed application and original business workflow byte prefix unchanged.
The protected reader source, balance-only broker scope, source validation, and credentials remain unchanged. The manual balance workflow is copied from the same merged revision.
Verification
Action syntax and diff checks passed; the original business prefix is byte-identical. The source patch passed 57 account-facts and 92 Runtime security tests. Actual read and publish acceptance is separate.
