リリース 2.4.21-0.1.3 の版宣言。0.1.3 からコードの変更が無いため、自版は 0.1.3 に据え置き、Kotlin 版だけを 2.4.21 へ進める。マージ後の main の CI が green になった時点でタグ
v2.4.21-0.1.3が付き、公開が始まる。ブランチ名の
release/v2.4.21-0.1.4は版宣言のワークフローが出した初版のもの。公開する版はgradle.propertiesのenumizerVersionから決まる。残りの手順:
[2.4.21-0.1.3]節を確認する（[Unreleased]の記載がそのまま入っている）以降は自動で進む（公開・GitHub Release・API ドキュメント・次版の PR）。
