kotlin-prerelease (weekly)の schedule を次のように変更し、Dependabot（jackson-module-kogera と同じ金曜 19:00 JST 指定）と同じ時間帯に起動させる。dependabot.ymlと同じくtimezone: Asia/Tokyoで書き、UTC への換算を読み手に要求しない（on.schedule[].timezoneは IANA 名を受け付け、github.com で利用可能）背景
毎時 0 分の schedule は起動が混み合い（GitHub Docs も毎時 0 分を高負荷として回避を推奨）、直近の実行は指定の 19:00 JST から 4〜7 時間遅れていた。
同日の Dependabot 更新ジョブは毎回 19:04〜19:07 JST に起動しているため、その時間帯の 0 分以外の分を選んだ。
