Removes content now covered centrally in Postgres-Extensions/ai: the multi-session PR-ownership rule, check-master-sync-before-branching, AI-attribution-in-commits, maintainer-gated labels, executable-bit safety, shell script standards, and the general statements of "test failures are never acceptable" and "don't re-test another layer's own behavior" / stub-over-directory-fake (both generalized into ai/CLAUDE.md's Testability section) — keeping this repo's own concrete examples and the BATS-mock-library discussion, which aren't restated anywhere else.

Keeps everything genuinely specific to this repo pairing: dual-repo CI monitoring mechanics, issue routing between pgxntool/pgxntool-test, pgxntool directory purity, .gitattributes placement, the user-facing API surface definition, the crossref-audit workflow, and — called out explicitly as a deliberate exception to ai/PR.md's general workflow — this repo's never-commit-without-explicit-instruction rule.
