fix: ignore control system metadata changefeed updates

ControlSystem updates confined to name, description, display_name, version or signage telemetry now persist without refreshing running drivers. Ignore automatic updated_at and generated search_vector changes as well, so ordinary metadata saves remain silent. Modules, code and other nonignored changes still notify, including mixed updates; inserts/deletes and other models retain their notifications.

Require released pg-orm 2.4.1 for explicit database-only columns and remove the temporary override. No core-side filter or schema migration is needed. If the earlier two-column policy is already installed, use the documented expected-current-policy replacement during coordinated subscriber upgrade.

Review and verification

• Regression red reproduced all four metadata save notifications; intermediate tests exposed the derived search_vector dependency.
• Focused green: 6 specs, zero failures/errors, including persisted metadata and PG notification barriers.
• Full stable/unstable CI passed against the identical pg-orm implementation before release.
• Independent implementation and release-adoption reviews approved. Formatting and Ameba pass (180 files).
• Local dependency resolution confirms pg-orm 2.4.1. Final stable/unstable CI and all style/PR checks passed against the release at 95d236e: https://github.com/PlaceOS/models/actions/runs/35046243883.

Completes the follow-up scope in PlaceOS/local#146; prerequisite spider-gazelle/pg-orm#22 is merged and released.
