The community page publishes an older code of conduct than the documentation. Synchronize it with the docs version, restoring the welcoming and transparency provisions, discrimination prohibition, investigation and proportional-action process, reporting address (conduct@openindiana.org), and source attribution.

The missing provisions were added to oi-docs in July–August 2016 (48372da, fbbe1fe, e67b22a, b2d2f87). The website's February 2023 rebuild (578c377) imported the older text. This change copies the current docs policy verbatim apart from heading levels, retains its license notice, adds a documentation link and synchronization comment, and updates the tracked prebuilt community page and required CSS asset. Future policy edits still need to update both copies.

Validation: production Astro build passed (21 pages); exact policy parity after heading normalization, unchanged surrounding community content, rendered anchor, reporting link, and generated assets verified. git diff --check passed. The build reports an existing unrelated RSS route warning (get instead of GET); that route is unchanged.

Restore the provisions added to oi-docs in July and August 2016, including the reporting address, investigation process, and source attribution. Link the documentation copy and retain its license notice. Update the prebuilt community page and its generated stylesheet.
