catalogue: add com.mroneleg.claudeusage (Claude Code Command Deck)

Adds Claude Code Command Deck (com.mroneleg.claudeusage) to the Native OpenAction plugins section: https://github.com/mroneleg/claude-opendeck

I know there are already three Claude usage submissions open (#58, #69, #70). This one is named and scoped to stay out of their way: it covers the whole Claude Code workflow rather than a single usage gauge, and it's native on all three platforms.

What it has that the others don't:

• Plan Usage with a pace marker (ahead of or behind even spend), both/session/weekly/per-model modes, threshold alerts (key flash plus desktop notification) and stale/rate-limited/offline badges. Tap cycles modes, hold refreshes.
• Usage Breakdown (by surface) and Extra Usage (spend beyond the plan)
• Session Status: waiting > working > done across all Claude Code sessions (terminal and VS Code) via Claude Code hooks. Pressing it jumps to the waiting session's window (KDE Plasma for now).
• Active Sessions, Today's Activity (tokens) and Launch Claude
• An optional status-line data source that chains an existing statusLine command, with a "status line only" mode that never reads the OAuth token
• Stream Deck+ dial support, per-key background/accent themes (OLED black), and backoff that honours Retry-After

It's a Rust plugin (openaction) built for Windows, macOS (x86_64 and arm64) and Linux (x86_64 and arm64). Unofficial, not affiliated with Anthropic.
