Migration of odoo_project_changelog to 19.0.
Depends on #150 (odoo_project).
Main changes:
name="exists"form button (used to refresh the view) with a publicaction_refresh_changelogno-op method, asexists()is@api.privatein 19.0 and view validation rejects it.
